American Recovery and Reinvestment Act (2009) County Projects The following letter was sent to Governor Timothy Kaine and all state and federal elected officials o behalf of the Amelia County Board of Supervisors.
Re: 2009 American Recovery and Reinvestment Act County Projects
I am writing this letter on behalf of the Honorable Franklin D. Harris (Chairman), the Amelia County Board of Supervisors, the Amelia County Staff and the people of Amelia County to ask for your assistance and support in securing funds from the 2009 American Recovery and Reinvestment Act to help Amelia County and the Commonwealth Regional Council (CRC) address the economic and employment needs of Amelia County and the Heartland Region.
Amelia County is in the unique position of being one of the fastest growing Counties in the Commonwealth due to our proximity to Chesterfield County and the Richmond Metropolitan Area, further compounded by easy access via US 360, yet remains part of the rural Commonwealth Region as reflected in the fact that Amelia is the seventh highest producing County in Agricultural and Forestry income in Virginia. As such, the economic downturn has hit the few major businesses/industries and the resulting tax base in our County particularly hard.
As such, we believe that the attached list of projects will meet all of the goals and objectives of the 2009 American Recovery and Reinvestment Act as well as help us in beginning to address the economic plight of Amelia County and our Region.
Please note that each of these projects has been evaluated for the impact on immediate local employment, its long term sustainability, and for the current and future economic impact of the project on the County/Region’s future. Furthermore, each project has been delineated for your convenient review and consideration. Additionally, as directed by the Honorable Tim Kaine, Governor, each of these projects have been placed on the State’s web site www.Stimulus.Virginia.Gov.
I. INFRASTRUCTURE
1. Sanitary District Sub-drainage and Sewer Replacement and Extension of Sanitary District Sewer Lines/Storm Drainage Improvements
Project Description: This construction project is critical to the economic future of a fast growth community on the suburbs of the Richmond Metropolitan Area with a limited non farming economic (business/industry) base. The project would provide for the construction and replacement of manholes (per the Smacks Creek Manhole Observation Report that was completed by B&B Consultants), the extension of sewer lines and storm-water drainage improvements from the Amelia Village to the County’s Industrial Park as well as properly zoned business areas in the County’s designated growth areas along US 360. Additionally, critically needed improvements to the only sanitary/wastewater system in the County would provide immediate employment and the completion of a project that would open new business and commercial opportunities/sites (where zoned) within the entire Amelia Court House Sanitary District.

2. Waterline extension – US 360
Project Description: Like the previous sewer project, this is a project that will open additional business opportunities along the County’s planned business/industrial growth areas on US 360. Obviously not at the same magnitude of the sewer project, an extended waterline could have a very positive impact on the Amelia Court House Sanitary District with future business/industrial connections as well providing immediate employment for construction.

II. TRANSPORTATION
1. Downtown Traffic Enhancement
Project Description: The Downtown Traffic Enhancement Project is intended to provide much needed street paving, business parking and access and opportunity for controlled and concentrated business/commercial growth in the historic Village of Amelia Court House. The project will also provide convenient and needed handicap accessibility to County Facilities and Services. The project primarily includes the construction of a critically needed storm-water drainage upgrade, new street lighting and sidewalk improvements on Dunn and Virginia Streets. Other portions of this project include improvements to the parking lot located off Dunn Street adjacent to both the designated Emergency Operations Center (EOC) and the Hindle Building (proposed Public Safety Academy) as well as improvements to both the County parking lot located off of Washington Street and the parking lot next to the War Memorial Building (Recreation Department/Community Center).

III. EDUCATION
1. High School Roof Replacement
Project Description: This project will require the complete removal of both roof systems as core samples show moisture present at all test locations. The results clearly indicate that the High School needs to have the roof applied immediately to prevent further deterioration. The recommended construction would include:
1. Set up roof and ground safety;
2. Remove and disposal of existing roof system (down to the metal deck);
3. Make repairs to the metal deck;
4. Mechanically install insulation;
5. Mechanically install Energy efficient roof membrane;
6. Fabricate and install metal perimeters; and
7. Flash all penetrations;

2. School Paving Project
Project Description: Pave the bus shop parking lot, bus access road, two school parking lots and School Board Office (207,310 square feet).
Estimated Project Cost: $700,000.00

3. School Bus Replacement
Project Description: Purchase six school buses to replace buses that are currently have over 250,000 miles and average 17 years old.
Estimated Project Cost: $475,000.00

4. FCC Required Radios
Project Description: Replace all non compliant school radios. This equipment is not only used for communication between the School Board Office, County Schools and the bus drivers but in emergency situations can be used for communication between school personnel and the Department of Emergency Services.

5. Bus Camera Upgrade
Project Description: Replace analog camera system with digital cameras for twenty four buses. Current cameras are not repairable and eight buses have no cameras at all.

IV. PUBLIC SAFETY (LAW AND JUSTICE) PROJECTS
1. Emergency Operations Center
Project Description: It is the intent of Amelia County to refurbish an existing building to serve as the County’s Emergency Operations Center (EOC). Following a professional analysis (consultant) Amelia has determined the location for a centralized EOC for Sheriff/Fire/Rescue dispatching. As one of the fastest growing Counties in the Commonwealth of Virginia, Amelia is facing enormous pressure to meet public safety demands. To this end Amelia has hired its first Director of Emergency Management, has solicited funds for the installation of an emergency generator and is in the process of establishing immediate and long term Emergency Management and Response needs for the County. To meet these needs in a timely and proactive fashion Amelia has committed to the construction/refurbishing of a centralized EOC.

2. Commonwealth Region Public Safety Academy
Project Description: Working in collaboration with John Tyler Community College, Southside Community College, the Amelia County Volunteer Fire Department, the Amelia Sheriff’s Office, the Amelia County Rescue Squad and the Amelia County Public School Division in the development of a Public Safety Academy, Amelia County is committed to providing professional training to assist our volunteer Fire and Rescue Departments, as well as in training future law enforcement personnel. The Academy will provide hands on experience and training in fire and rescue and criminal justice, thus providing degrees and certification in vitally important public safety programs. Additionally, with a Public Safety Academy strategically located in this growing rural area, we believe that we can extend and improve fire and rescue programs in adjacent Counties and jurisdictions through the training of volunteers throughout the Commonwealth Region. In this way the Academy will save Amelia County and the Region literally hundreds of thousands of dollars, and more importantly lives, by helping to maintain a strong base of fire and rescue volunteers while training locals to fill Sheriff Department/police/investigators/dispatch and administrative services.
