The law firm of Hefty & Wiley, P.C. currently serves in the capacity of Amelia County Attorney. Created in December 1994, when William H. Hefty and Roger C. Wiley combined their more than 40 years of legal experience representing state and local governments in Virginia and have become a leading firm in Local Government and Public Law.

Bill Hefty's career includes three years as an assistant attorney general handling education matters, four years as counsel to the Richmond school board, and four years as Richmond's city attorney. He started his own firm as a solo practitioner in 1985, and, in addition to the local and regional government clients mentioned below, has furnished legal services on personnel-related matters to the Virginia Education Association and local police and firefighters' organizations. He is a recognized expert on both personnel and public procurement law and lectures frequently on both subjects at legal seminars and programs for local officials in Virginia.

Roger Wiley's public service began with two years in the state Division of Legislative Services, and another year as an assistant attorney general handling highway and transportation issues. He then served nearly 14 years as Charlottesville's full-time city attorney, followed by three years in a local government-oriented private practice there, and then spent nearly five years in Virginia government as Senior Assistant Attorney General for Opinions and Local Government. He has lectured extensively on Virginia's Conflict of Interest and Freedom of Information Acts, and is the author of a handbook about the latter statute. He currently is a member of the Freedom of Information Act Advisory Council. He also served as a member of the Virginia Code Commission's Task Force on the Revision of Title 15.1.

Both attorneys are past presidents of the Local Government Attorneys of Virginia and have served on the board of governors of the Local Government Law Section of the Virginia State Bar. They continue to be active participants in both organizations. Both are admitted to practice in all state and federal courts in Virginia. The firm's current clients include numerous regional jail boards or authorities and regional juvenile detention commissions, a regional solid waste management board, the Virginia Municipal League, The City of Petersburg, Prince George County and Surry County.

As of January 1, 2007 the firm added Jeffrey S. Gore as an associate. Jeff is a graduate of UVA and George Mason Law School, and previously worked for VACo and the Division of Legislative Services.
