Amelia County Board of Supervisors January 28, 2009
The Amelia County Board of Supervisor's is the governing body for Amelia County, Virginia. Each of Amelia's five electoral districts has one Supervisor to represent District residents. The Supervisor is elected to a four-year staggered term (three supervisors elected at one election and two the following election). The Board of Supervisors is responsible for all County Policies and makes decisions on rezoning and other land-use matters, passes ordinances, sets the annual County Budget and tax rates, and, in general, directs the County Government. The Board hires a County Administrator to direct the day to day activities and functions of the County and also appoints citizens to various commissions and agencies to implement specific policies or to provide a wide array of necessay programs and services.
The Amelia County Board of Supervisors meets regularly on the third Wednesday of each month at 7:00 P.M. in the General District Courtroom. To view 2010 meeting agendas and meeting schedule, click on downloads located below.
On Wednesday January 20, 2010, the Board of Supervisors unanimously re-appointed The Honorable Franklin D. Harris (District 5) as Chairman of the Board and District 1 Supervisor,The Honorable Ellsworth "Jim" Bennett, as the Vice-Chairman. Chairman Harris expressed his gratitude and appreciation to the Board for their continued support and respect, while Vice-Chairman Bennett thanked the Governing Body for their faith in him and promised to continue to address, with the help and cooperation of the Chairman, Board and County Staff the needs of Amelia County to the best of his abilities.

Fiscal Crisis ... in Amelia too!
Over the past year, the Economic downturn currently facing our Nation, the Commonwealth and Amelia County has had a dramatic impact on County revenues and therefore has required even more scrutiny by the County Administrator and staff as well as fiscal stewardship by Amelia County in addressing its immediate and long term program, service and financial needs ... and we believe that it will have an even greater impact on the County's Fiscal Year 2010 Budget.
Therefore, to help give direction and clarification to the County Administrator, staff and the citizens of Amelia, the Board of Supervisors has adopted FY 2010 Budget Priorities:

FISCAL YEAR 2010 BUDGET GUIDELINES/PRIORITIES
Support and implement Board of Supervisors Vision and Annual Priorities
No increase in County 2010 Tax Rates (lower if possible)
No (or minimal) increase in County Fees/Rates
Maintain a cooperative and collaborative working relationship with Amelia’s Constitutional Offices, School Division and Department of Social Services
Provide level (FY2009) local funding for the Amelia County School Division, Departments, Outside Agencies if and where practicable
Maintain all current County Employee positions
Provide fair, equitable and market competitive employee compensation
Maintain current level of employee benefits
Maintain or improve current level of County programs and services
No or minimal use of undesignated reserve/landfill revenues for annual operating expenses
Provide adequate funding and complete FY 2009 Capital Projects
Focus on the long range facility (capital) and operational (organizational) needs of our departments, agencies and commissions through improved utilization of annual (state/local) revenues, capital improvements funds, and the implementation of functional and contemporary policies and procedures
Properly maintain/replace existing County facilities, equipment and vehicle fleet
Develop formal financial policies for undesignated reserve and contingency accounts
Strengthen Fund Balances and Fiscal Accountability
Maintain adequate funding for Debt Service
Provide local share for grants and joint Services and programs
Develop and fund a comprehensive Capital Improvements Plan (CIP)
Evaluate the implementation of Land Use for Timber
Maintain the integrity of, and develop policies for, Enterprise Fund and/or Recreation Accounts
