The Clerk of the Circuit Court serves as the recorder of deeds and probate judge, issues marriage licenses and is the official court administrator for all civil and criminal court cases. In this latter capacity, the Clerk creates and maintains all court files and records, prepares court order and jury lists, contacts jurors and issues summons and court processes. The Code of Virginia lists over 800 separate responsibilities for the Clerk, many of which are highly complex and challenging.
Information Concealed Weapon Permit Application The fee for a concealed weapon permit is $15.00 payable to Clerk of the Circuit Court. You can obtain an application from the Clerk's Office or download an application from the link labeled "Virginia State Police" below. Genealogy Amelia County's records go back to 1735. We have the following records: wills, deeds, marriages and court order books. Very few birth and death records are available. Marriage License Marriage licenses are obtained and recorded at the Circuit Court Clerk's Office. Marriage ceremonies are not performed by the Clerk's Office. License fees and other guidelines are provided below:
- License Fee: $30.00
- Certified copy of marriage license: $2.50
- License expires sixty (60) days from date of issuance
- Both parties must be present
- Must be 18 years of age
- If under the age of 18 years, a parent must be present and birth certificates presented.
- Full names of parent is needed.
- Please come in one-half hour prior to closing to allow sufficient time to complete the application.

Please bring the original or an authenticated copy. There is no fee to file a DD 214. Notary Applications Applications for an appointment of Notary Public are available in the Clerk's Office. You can also download an application by clicking the link labeled "Virginia Commonwealth Notary" below. Passport Applications Applications for passports are available at the Clerk's Office. You can also download an application by clicking on the link labeled "Bureau of Consular Affairs" below.
Fees for passports:-Passport Book - Age 16 or older: $75.00 payable to U. S. Department of State/$25.00 payable to Clerk of Circuit Court
- Under age 16: $60.00 payable to U. S. Department of State/$25.00 payable to Clerk of Circuit Court
Passport Card - Age 16 or older: $20.00 payable to U.S. Dapartment of State/$25.00 payable to Clerk of Circuit Court
- Under age 16: $10.00 payable to U.S. Department of State/$25.00 payable to Clerk of Circuit Court
Passport Book and Passport Card - Age 16 or older; $95.00 payable to U.S. Department of State/$25.00 payable to Clerk of Circuit Court
- Under age 16: $70.00 payable to U.S. Department of State/$25.00 payable to Clerk of Circuit Court
You must submit a certified birth certificate or previous passport, drivers license and two passport photographs. Please visit the Bureau of Consular Affairs website for more information concerning passport requirements.
Probate/Qualifications Please call the Clerk’s Office to set up an appointment to probate a will and/or qualify as a personal representative of an estate and to obtain information that will be needed by the Clerk. The original will must be brought to the Clerk’s Office. Any person probating a will or seeking qualification on an estate must have an estimate of the value of all assets owned by the decedent. Please bring a copy of the death certificate.
